The Mortgage Bankers Association, America’s Credit Unions and the Independent Community Bankers of America asked for three specific policy changes to address housing affordability.

The executive order would prevent federal agencies and the government-sponsored enterprises from facilitating the acquisition of a single-family home by a large institutional investor.

CHLA said a single-bureau credit pull could ultimately increase costs for borrowers, among many other issues.

A handful of states have established requirements for interest payments on funds held in mortgage escrow accounts.

“There are a number of companies that have thrown out the rule book, if you will,” said Christy Soukhamneut, a consultant.

“As part of those efforts, next week at Davos I’m going to provide much more detail about our housing policy so that every American who wants to own a home will be able to afford one,” President Trump said.

The bureau was said to have been planning to move its enforcement actions to the DOJ in preparation for a potential lapse in funding.

Fed Chairman Powell said the investigation is a pretext and the real crux is the Fed's refusal to comply with President Trump's calls to lower interest rates.

Some $8.65 billion of single-family rental securitizations were issued in 2025.

Some Democrats in Congress have also sought to limit institutional investment in the single-family market in recent years.
