Banks and Thrifts Increase ABS Holdings To Record Level in 2012 Second Quarter

Banks and thrifts held a record $158.5 billion of non-mortgage ABS in their investment portfolios as of the midway point in 2012, according to a new Inside MBS & ABS ranking and analysis. The depository institutions increased their ABS holdings by 3.1 percent during the quarter, pushing them past the previous record of $154.9 billion at the end of 2009. Homebuyers are increasingly using mortgages instead of cash to purchase homes, according to the latest Campbell/Inside Mortgage Finance HousingPulse Tracking Survey. The private-sector watchdog established by Congress to examine auditing firms recently found a number of mortgage-related issues with two major auditors. The Public Company Accounting Oversight Board raised concerns about the mortgage-repurchase reserves that KPMG signed off on and about fair value measurements allowed by Grant Thornton. HUD Report Shows FHA Claims Payment Rising

Cash flow from FHA’s business operations funded almost 70 percent of net claims losses over the last year, according to the Department of Housing and Urban Development’s quarterly report on the FHA Mutual Mortgage Insurance Fund programs. HUD paid $5.4 billion in claims in the second quarter of 2012, more than twice the amount of premiums collected during the period. As a result, net cash flows from business operations were negative $1.7 billion during the quarter. Bill Introduced to Thwart Use of ‘Eminent Domain’

Legislation was introduced this week in the House of Representatives that would effectively neutralize a proposal for local governments to use “eminent domain” powers to seize underwater mortgage loans and perform controversial modifications.
