Low Rates, High Demand Power VA’s 3Q14 Surge

Production of loans with a VA guaranty was moderately strong in the third quarter of 2014, thanks to lower rates and increased demand for the no-downpayment loans, according to Inside FHA Lending’s analysis of the latest agency data. A 14.1 percent quarter-to-quarter surge helped the industry end last year’s first nine months with a total of $76.3 billion in VA loans, mostly purchase home mortgages taken out by a younger generation of war veterans. VA streamline refinancing also accounted for a substantial chunk of originations, 19.2 percent. Volume jumped from $19.5 billion in the first quarter of 2014 to $26.5 billion the following quarter. Lenders closed out the third quarter with $30.2 billion. Stanley Middleman, chief executive officer of Freedom Mortgage, said VA lending is on the upswing, driven by low interest rates. CFPB Workforce Report Skips Controversy Over Discrimination

The CFPB’s fourth annual human capital report touted the progress the bureau has made in bolstering its human resources capabilities. But it had nothing to say about the controversy over allegations of discrimination and retaliation towards some of its own staff that emerged last year and lead to congressional hearings and a last-minute scramble to adjust the paychecks of select personnel. The closest the bureau got to that issue was a brief mention of requiring a two-day employment civil rights training session for all managers and supervisors, as part of broader effort at leadership development and succession planning. OIG Finds Varying Risk in CFPB Travel, Purchase Card Programs

The risk of illegal, improper or erroneous use in the CFPB’s purchase card program is low and the risk level for the agency’s travel card program is medium, according to a recent assessment by the bureau’s Office of Inspector General. “As a result, we will include an audit of the travel card program in the OIG’s 2015 annual audit plan, and we will not include an audit of the purchase card program in that plan,” said the OIG in a new report. “Nevertheless, the Office of Procurement and the Travel Office should continue to take appropriate actions to ensure proper oversight of their respective programs.” The OIG conducted the risk assessment of the programs to determine the frequency and scope ...

FHA Borrowers Benefit from MHA Enhancements

FHA borrowers who refinance through the agency’s Home Affordable Modification Program will also be eligible to earn $5,000 in the sixth year of their performing, modified loan, subject to the Department of the Treasury’s guidelines, the FHA has announced. The incentive to FHA-HAMP borrowers is one of several enhancements to the Making Home Affordable program that the Department of Housing and Urban Development and the Treasury Department unveiled in December last year. The enhancements were designed to motivate homeowners in MHA to continue making timely mortgage payments, strengthen the safety net for those still facing financial hardships, and help them build equity in their homes. Final PMIERS Rule Expected in 1Q15. The Federal Housing Finance Agency has revised its timeline for publishing a final version of the Private Mortgage Insurance Eligibility Requirements, which Fannie Mae and Freddie Mac proposed in July at the direction of the FHFA. The PMIERS will establish capital and other requirements for private mortgage insurers. In a statement, industry trade group U.S. Mortgage Insurers said it has received word from the agency that the final PMIERS would not be published until at least late in the first quarter of 2015. The FHFA initially indicated that a final rule would be issued by yearend 2014. The USMI reiterated its support for an updated PMIERS. Mortgage Executives Concerned About G-Fee Increase. Calls to End GSE Conservatorships Mount From Different Sources

The Obama administration noted this week that it is less than keen on the idea of taking up an outgoing Democrat senator’s call to end the six-plus year conservatorships of Fannie Mae and Freddie Mac. Watt Says: Under 100 FHLBank Members Affected by Rule Changes

Fewer than 100 financial institutions could be adversely affected by a proposed Federal Housing Finance Agency rule to tweak membership criteria for the 12 Federal Home Loan Banks, the agency’s head told the Senate Banking, Housing and Urban Affairs Committee last week. In his first oversight hearing appearance since assuming office in January, FHFA Director Mel Watt said the agency’s “preliminary review” has found of the 7,500 FHLBank member institutions less than 100 may potentially be negatively impacted.

FHFA Tweaks REO Policy to Allow ‘Qualified’ Foreclosure Repurchase

November 26, 2014
The Federal Housing Finance Agency this week unveiled a policy alteration that would potentially allow a foreclosed homeowner to purchase a home – including one he/she lost due to arrears – from the real estate owned inventory of Fannie Mae or Freddie Mac. The change will permit Fannie and Freddie to sell existing REO properties to any qualified purchaser at the property’s fair-market value, as determined by the GSE, according to the FHFA.
