MBA: Servicer Compensation Changes ‘Premature’

The Federal Housing Finance Agency should refrain from implementing a proposal that would overhaul the mortgage servicing compensation system as it has failed to make a “compelling case” as to why it is necessary to change a system that has “worked well for decades,” according to the Mortgage Bankers Association.In a comment letter sent to the Finance Agency earlier this month, MBA President and CEO David Stevens said the FHFA’s proposed changes would dramatically alter residential servicing, origination and secondary market operations, not necessarily for the better.“The current servicer compensation model is still the best approach and making radical changes, like the proposed ‘fee-for-service,’ will have dramatic impacts not just on originators, servicers and investors but also on borrowers in both the costs they pay to get a mortgage and the support they receive from their servicers,” said Stevens.

DTCC Seeks SEC Nod to Offer Counterparty, Additional Pool Netting Services for MBS Deals

The Fixed Income Clearing Corp., a subsidiary of the Depository Trust & Clearing Corp., has filed an application with the Securities and Exchange Commission to provide central counterparty (CCP) and pool netting services for MBS transactions. According to the filing, the CCP and new pool netting services would be available through the FICC’s MBS Division. Senate GOP Seeks to Link Galante Confirmation to GSEs

Senate Republicans have threatened to block the confirmation of Carol Galante as head of the FHA until Senate Democrats come up with a plan to deal with Fannie Mae and Freddie Mac. The Senate Committee on Banking, Housing and Urban Affairs this week voted 13 to 9 to send Galante’s nomination to the Senate floor amid Republican calls to reject the nomination. GAO Report Finds Flaws in Ginnie Mae’s Financial Reporting, Estimates May be Faulty

Ginnie Mae may not be accurately disclosing its financial exposures to Congress because it is not fully implementing federal accounting guidance and using critical information, according to a recent report by the Government Accountability Office. Senate Bill Puts GSEs in Receivership in 18 Months

Fannie Mae and Freddie Mac would be put into “irrevocable receivership” with the Federal Housing Finance Agency tasked as their receiver no later than 18 months after enactment of a bill introduced in the Senate this week.Sen. Johnny Isakson, R-GA, introduced the Mortgage Finance Act of 2011 to “get the American taxpayer out of the business of bailing out the mortgage industry.” The bill would wind down Fannie and Freddie while creating a new regulatory framework for “high-quality” mortgage securitization for both single-family and multifamily mortgages.

OIG Finds Fault With FHFA’s Supervision of GSEs
