S&P: Worse Year for Private MIs in 2012

The outlook for the private mortgage insurers remains grim as MI companies continued reporting significant operating losses in 2011 and, unless positive factors come into play by mid-2012, time may soon run out for the sector, according to a Standard & Poor’s analysis. As the U.S. economy struggles in recovery, little hope remains for mortgage insurers to begin reporting operating profits by the end of this year, said S&P senior credit analyst Ron Joas. FHFA Unveils New Plan to Reduce Fannie, Freddie Executive Pay

Compensation for top executives at both Fannie Mae and Freddie Mac will be cut by nearly three-fourths with no bonuses paid out in 2012 under a new plan rolled out by the Federal Housing Finance Agency late this week. OIG Rips FHFA for Lax Freddie Servicer Oversight

The Federal Housing Finance Agency Office of Inspector General took the FHFA to task this week for what the OIG considers the agency’s lax supervision of Freddie Mac’s relationship with its servicers. Specifically, the FHFA has not clearly defined its role regarding servicers, sufficiently coordinated with other federal banking agencies about risks and supervisory concerns with individual servicers, or timely addressed emerging risks presented by mortgage servicing contractors.

Late 2011 Refinance Surge Has Staying Power, Expanded HARP Looks to Be Gaining Ground

The refinance wave that lifted mortgage origination volume in the fourth quarter of 2011 appears to be holding steady in early 2012, according to a new Inside Mortgage Finance analysis. Average monthly securitization of refinance loans by Fannie Mae and Freddie Mac increased by 3.6 percent from the fourth quarter of 2011 to the first two months of this year. FHFA Official: Servicer Compensation Changes Are ‘Integral Part’ of Strategic Plan but Roll Out Delayed

The Federal Housing Finance Agency is not backing away from its plan to overhaul servicing compensation on government-sponsored enterprise mortgages, but an official has acknowledged that the change will come more slowly than first expected. FHFA Inspector General Criticizes Freddie Oversight Of Loan Servicers, Urges More Regulator Involvement

The Federal Housing Finance Agency’s hands-off approach to regulating Freddie Mac’s relationship with servicers is a problem, according to a new report from the regulator’s inspector general. Banks Continue Growing MBS Holdings in 2011, Focusing on Agency Pass-Throughs

Commercial banks increased their stake in the residential MBS market to a record $1.360 trillion as of the end of 2011, with a lot of the growth coming in Ginnie Mae MBS. Bank MBS holdings rose 2.4 percent from the third to the fourth quarter as seven of the 10 largest bank MBS investors reported significant increases. FHFA Proposes Steps for Non-Agency Return

Fannie Mae and Freddie Mac could be used to help establish a functioning non-agency market, according to a strategic plan released last week by the Federal Housing Finance Agency.
