Commercial MBS Off to Slow Start in Early 2017, Agency Programs Gaining Ground

The securitization of income-property mortgages nosedived in the first quarter of 2017, with most of the downturn in the volatile non-agency sector, according to an Inside MBS & ABS analysis. A total of $48.29 billion of MBS backed by commercial properties was issued in the first quarter, down 27.7 percent from the previous period. Although production was down 6.1 percent from the same period in 2016, it was close to the average quarterly volume of $49.35 billion that the market has produced since the beginning of 2014. An affiliate of NMI Holdings, Emeryville, CA, has issued a $211.3 million, 10-year credit-linked bond aimed at laying off risk at its mortgage insurance affiliate National MI. The notes were issued by NMI affiliate Oaktown Re Ltd. in three tranches: $98.61 million that filled the M-1 class, $98.61 million (M-2), and $14.1 million (B-1). Securitization of Nonprime Personal Installment Loans Expected to Increase, AAA Ratings Are a Possibility

Issuance of ABS backed by nonprime personal installment loans is expected to increase, according to S&P Global Ratings. The rating service hasn’t assigned AAA ratings to such ABS, though S&P said it will approach each deal on a case-by-case basis. Between 2013 and 2016, $10.50 billion of ABS backed by branch-based unsecured personal installment loans was issued, according to S&P. FY 17 Spending Bill Passed, FHA, Ginnie Mae Budgets Unchanged

Appropriation levels for FHA and Ginnie Mae from the previous fiscal year were unchanged in the FY 2017 omnibus spending bill, which President Trump signed into law on May 5. The bill, which passed the House by a 309-118 vote and the Senate by a 79-18 vote on May 4, will fund the federal government through the rest of the fiscal year ending Sept. 30, 2017. Among other things, the bill allocates $400 billion to single-family guarantee commitments under the FHA Mutual Mortgage Insurance Fund, and provides $130 million for administrative contract expenses. In addition, the budget provides an additional $30 million if guaranteed loan commitments exceed $200 billion. The agreement also sets aside up to $30 billion for FHA multifamily and specialized loan guarantees during FY 2017. Ocwen Faces Ratings Downgrades, Pending Class-Action Litigation

Ocwen Financial Corp. is facing more trouble than just its struggle with the CFPB and a number of state regulators. The mortgage lender/servicer also faces the increasing likelihood of some ratings downgrades as well as pending class-action lawsuits. Fitch Ratings recently revised Ocwen’s U.S. residential mortgage-backed securities servicer ratings outlook to negative. “The revision of the rating outlook for the servicer ratings is based on uncertainty surrounding the financial and operational impact of new regulatory actions taken by the CFPB and the multi-state actions following the findings of the Multi-State Mortgage Committee,” Fitch said. Total issuance of agency single-family MBS rose a scant 0.6 percent from March to April, according to a new Inside MBS & ABS analysis and ranking.
