Industry Groups Tell FINRA They’re Opposed to Requiring Maintenance Margin in TBA Market

Leading secondary-market representatives told the Financial Industry Regulatory Authority they generally support its goal of mitigating the counterparty credit risk borne by participants in the “to be announced” market and reducing the potential for systemic risk. But they are opposed to FINRA’s proposal to require maintenance margin to attain that aim – something the Treasury Market Practices Group has already considered and rejected. Issued back in January, FINRA’s proposed amendments stipulated that for bilateral transactions in covered agency securities with non-exempt accounts, FINRA members must collect, in addition to variation margin, maintenance margin equal to 2 percent of the market value of the securities. If sufficient margin is not collected, the member would have to deduct the uncollected amount from the member’s net capital at the close of business following the business day on which the deficiency was created. Colony American Homes has come to market with a $513.6 million security backed by single-family rental homes, but some players in the space are starting to wonder if the returns on the bond will be anything special. S&P Tops in Ranking Non-Agency MBS In 2013, Fitch First in Non-Mortgage ABS

Standard & Poor’s rated $11.72 billion of non-agency MBS issued in 2013, making it the most active rating service in the market by dollar volume, although DBRS rated considerably more deals, according to a new ranking and analysis by Inside MBS & ABS. In its heyday, S&P used to rate more than 90 percent of new issuance of non-agency MBS, but in 2013 it accounted for just 40.0 percent of the market by dollar volume. Redwood to Issue its First Jumbo MBS in 4 Months

If all goes as scheduled, the most prolific issuer of jumbo mortgage-backed securities since 2010 won’t issue a jumbo MBS in the first quarter of 2014, the first quarterly blank for the firm since the end of 2011. Rating Services to Increase Lender Scrutiny

The Consumer Financial Protection Bureau’s ability-to-repay requirements and standards for qualified mortgages will prompt greater rating-service scrutiny of lenders that participate in the non-agency mortgage-backed security market. HECM Volume Falls Due to Policy Changes

Origination of FHA-insured reverse mortgages fell in the fourth quarter as borrowing costs increased and loan amounts shrank due to tighter agency rules for these loan products, according to Inside FHA Lending’s analysis of agency data. The FHA reported $15.3 billion Home Equity Conversion Morgages originations for 2013, which was up 20.6 percent from $12.7 billion in 2012. Production, however, fell 12.6 percent quarter over quarter as policy changes designed to stabilize the ailing Mutual Mortgage Insurance Fund and help ensure that HECM borrowers can sustain themselves for longer periods of time took effect on Sept. 30. Industry Experts Spell Out How to Get the Most Mileage From Your Mortgage Servicing Rights

Lenders are discovering hidden gold in their mortgage servicing rights these days. But even with the run-up in values, many lenders are choosing to keep their servicing, some because it maintains relationships with customers who have additional valuable banking needs, and others to avoid the regulatory headaches associated with servicing transfers. Some lenders are taking a middle path, selling the asset but continuing to work the loans as subservicer.
