Jumbo, Home-Equity Lending Show Signs of Strength in 2013, Nibble at Agency Hegemony

Non-agency mortgage lending staged a minor revolt in 2013, reversing two years of increasing domination of the market by Fannie Mae, Freddie Mac and Ginnie Mae. HUD Seeks Authority to Assess Lenders For Upgrades to FHA Quality Control

The Obama administration is asking Congress for authority to charge FHA lenders an “administrative fee” to help pay for improvements to the FHA quality assurance program. Warehouse Commitments Fell 12 Percent In 4Q; ‘Usage’ Rates are Extremely Weak

Warehouse lines of credit extended by commercial banks to non-depository lenders fell a modest 11.8 percent in the fourth quarter on a sequential basis, but executives who work in the sector are reporting usage ratios as low as 20 percent. PNC Bank, BofA Under Federal Investigation for Possible FHA-Related Fraud, SunTrust’s Settlement Bid Delayed

The Department of Justice is investigating PNC Financial Services Group and Bank of America in connection with their FHA-related mortgage lending practices, the two financial institutions disclosed in filings with the Securities and Exchange Commission. Fair-Lending Enforcement Actions Likely to Increase In QM Era as Regulators Cooperate, Focus on Data

Lenders will face increased fair-lending scrutiny even if they stick to originating loans that meet qualified-mortgage requirements, according to industry attorneys. While federal regulators have stated that a lender’s QM-only policy won’t increase fair-lending risk, a number of factors beyond QMs have prompted an increased focus on fair-lending issues.
