Home-Equity Lending Up Solidly in 2015, But Outstanding Balances Continued to Dwindle

Mortgage lenders posted a sizable increase in home-equity loan originations last year, but the overall market fell to its lowest level since 2004. A new Inside Mortgage Finance analysis and ranking shows an estimated $182.6 billion in home-equity lending last year, mostly through home-equity lines of credit and, to a lesser extent, closed-end second mortgages. That was up 19.1 percent from a revised estimate of $153.3 billion back in 2014, somewhat slower than the 33.5 percent increase in first-lien originations in 2015. S&P Assures Investors Value of Prime Jumbo MBS Will Hold Up Despite Defaults, Declining Oil Prices

Falling oil prices may have little impact on residential MBS even if distressed prime jumbo borrowers in oil-producing states were to default on their loans, according to Standard & Poor’s. The rating agency’s optimistic conclusion may be good news to investors concerned that job cuts in the oil industry will lead to high default rates among prime jumbo borrowers, particularly in states where a high percentage of workers are in oil production. Jumbo MBS Issuance Set to Resume As Industry Addresses ‘TRID-Lock’

Two Harbors Investment is preparing to issue a jumbo mortgage-backed security that will include loans subject to the TRID integrated disclosure rule. Banks’ First-Lien Holdings Increase in 2015

Bank and thrift first-lien portfolio holdings continued to grow in 2015, including a sharp increase in the fourth quarter, according to a new ranking and analysis by Inside Nonconforming Markets. Banks and thrifts held a total of $1.87 trillion in first-liens in portfolio at the end of the fourth quarter of 2015, up 0.9 percent from the end of the previous quarter and up 3.4 percent from the fourth quarter of 2014. Two nonbanks with jumbo conduit operations have faced issues recently. Premium Point Investments recently announced the New Issue Opportunity Fund will no longer invest in new jumbo mortgage-backed securities from WinWater Home Mortgage. Vendor to Take Over Operation of FHA’s HECM Tracking System

The FHA’s Home Equity Reverse Mortgage Information Technology (HERMIT) system will shift to a new vendor-operated host data center beginning March 21, 2016. Reverse Market Insight (RMI), a provider of data, analysis and portfolio valuation services for the reverse mortgage industry, has been tapped to manage, maintain and operate HERMIT. Launched in October 2012, HERMIT is an online, web-based automated system that monitors and tracks the FHA’s Home Equity Conversion Mortgage portfolio and automates insurance claim payments. HERMIT will shut down temporarily from 7 p.m., March 16, to 8 a.m., March 21, in order to complete the transition. Securitization Industry Participants Highlight a Drop in Liquidity, Regulation Seen as the Culprit

Years of warnings from securities issuers and investors about regulatory uncertainty appear to have shifted to actual consequences as liquidity in the MBS and ABS markets has declined significantly in recent months. Almost every panel session at the ABS Vegas conference produced by Information Management Network and the Structured Finance Industry Group this week included comments regarding liquidity and regulation.
