MBS Supply Grew Slightly in 2Q11 As Ginnie and Fannie Lead Growth

The supply of MBS in the market edged slightly higher in the second quarter of 2011, appearing to stem a nearly two-year decline in the market, according to a new Inside MBS & ABS analysis. A total of $6.58 trillion of MBS were outstanding at the end of June, up 0.3 percent from the first quarter. The MBS market was still down 1.7 percent from a year ago. All of the growth came from Ginnie Mae and Fannie Mae. The supply of Ginnie single-family MBS rose 4.0 percent in the first quarter, hitting a record $1.12 trillion and extending a vigorous growth trend since the housing market began to unravel in 2007. FHLBanks Remain True to Agency MBS

Fannie Mae and Freddie Mac mortgage-backed securities continued to be the preferred investment option for the Federal Home Loan Banks during the second quarter of 2011 with only a paltry decrease from the previous quarter, according to a new analysis and ranking by Inside The GSEs based on data provided by the Federal Housing Finance Agency.Ginnie Mae securities, meanwhile, continued to grow in popularity within the FHLBank system during the quarter.

CBO Says Private Investors Could Lose $15 Billion From Juiced Up Refinance Program

Private investors in agency MBS could lose $13 billion to $15 billion from a new government effort to help current Fannie Mae, Freddie Mac and FHA borrowers refinance, according to a new Congressional Budget Office staff working paper. A coalition of six Federal Home Loan Banks has gone to court seeking formal standing as investors in the proposed $8.5 billion Bank of America settlement over mortgage-backed securities even as court papers reveal investors could be owed a sum three times greater than the current BofA proposal.The Federal Home Loan Banks of Boston, Chicago, Indianapolis, Pittsburgh, San Francisco and Seattle together own certificates in 73 of the trusts that are part of the proposed settlement for which they paid more than $8.8 billion.
