The Federal Reserve Board has overstepped its bounds in new regulations on delivering consumer disclosures electronically, according to several trade groups and financial institutions. In comments to the Fed on its interim rules for electronic disclosures under the Equal Credit Opportunity Act (Regulation B) and the Truth in Lending Act (Reg Z), industry groups expressed concern that the rules could prove an impediment to e-commerce down the road.
