Back in 1999, Freddie Mac rocked the mortgage market by confirming that it had signed a virtually exclusive "strategic alliance" with the then-largest mortgage producer in the country, Norwest Mortgage. That public disclosure sparked a heated race between Freddie Mac and Fannie Mae and by year-end nearly all of the top originators had inked major, if not exclusive, alliances with one of the government-sponsored enterprises.
