Bankruptcy reform legislation remained stuck on Capitol Hill as partisan bickering continued over conference committee membership. Due to an evenly split Senate chamber, the Democrats are demanding that membership in all conference committees also be 50-50. The Republicans have so far rejected the demand and unless either side agrees to some flexibility, the possibility of a breakthrough on the bankruptcy bill
