The Philadelphia City Council last week unanimously approved one of the toughest city ordinances against predatory lending in the nation, adding one more to a growing list of municipalities passing laws against such practices. The council voted 16-0 for Bill 715 on April 5, as scores of sign-carrying, anti-predatory lending advocates demonstrated outside the building. The demonstrators cheered wildly as news of the council’s vote reached them.
