When Reps. Christopher Shays, R-CT, and Edward Markey, D-MA, last year proposed legislation to strip away Fannie Mae’s and Freddie Mac’s exemptions from most Securities and Exchange requirements, critics charged the two lawmakers didn’t know what they were doing.
