Fannie Mae has taken a surprisingly low profile this year on the issue of whether the Federal Home Loan Banks should be encouraged via new capital plans to expand their mortgage purchase programs. But that hasn’t always been the case. According to a confidential memo obtained by Inside The GSEs, Fannie was plotting to neutralize the competitive threat posed by the FHLBanks as early as 2000.
