The Federal Trade Commission is investigating several companies that offer consumer telephone records for sale for possible violation of the Gramm-Leach-Bliley Act’s prohibition against “pretexting.” Pretexting involves acquiring consumers’ personal information, such as telephone numbers, through deception.
