Few in the mortgage industry have been more bullish about HUD’s proposal to create a Guaranteed Mortgage Package through which lenders and others could be relieved of regulatory uncertainty than the Mortgage Bankers Association of America. But as strongly as it has backed the packaged services concept, the MBA has had serious reservations about a key piece of the plan as HUD outlined it in a July 2002 proposed rule under the Real Estate
