Congress and the White House this week belatedly reopened the spigots of the federal flood insurance program, and legislators will again consider proposals to cut costs associated with properties that flood frequently. President Bush signed legislation this week reauthorizing federal flood insurance, ending weeks of some uncertainty regarding new loan originations and policy renewals in flood hazard areas.
