The National Association of Realtors said it is confident that a letter from Department of Housing and Urban Development Secretary Mel Martinez makes it legal for real estate agents or brokers to charge certain fees on top of typical real estate charges to borrowers. But industry lawyers say the trade group may have missed the point of the letter.
