Time appeared to be running out this week on hopes that the Department of Housing and Urban Development would help the mortgage industry resolve the class-action legal problems surrounding the payment of yield spread premiums to mortgage brokers. Although there have been recent indications that HUD was prepared to issue some sort of clarification of its 1999 policy statement governing YSPs that would aid lenders in their battle against class-action lawsuits, optimism about a quick
