The Federal Reserve Board has named Scott Alvarez as its general counsel effective July 1, 2004. He succeeds Virgil Mattingly, who has retired after 30 years of service at the board. Alvarez joined the board in 1981 as a staff attorney and became associate general counsel in 1991.
