House and Senate conferees reached agreement recently on fair credit reporting legislation, which includes controversial provisions that will prove to be burdensome to lenders. The bill, which is expected to be signed into law by President Bush this month, will require lenders to issue adverse action notices when making a counteroffer to a borrower that is “materially less favorable” than the terms typically available.
