The Department of Housing and Urban Development has expanded the categories of FHA borrowers eligible for mortgage relief in connection with the Sept. 11 terrorist attacks in New York in Washington, D.C. The term "affected borrowers," which initially covered only those directly killed in the assaults and during ground rescue efforts, has been broadened into three categories. They now include: Those living in disaster areas; Those physically affected; and Those financially affected.
