Virginia financial institution regulators have petitioned the U.S. Supreme Court to overturn a federal appeals court ruling that federal preemption of state law restricting prepayment penalties on alternative mortgage loans is valid and legal. The petition was filed by Commissioner of Financial Institutions Joseph Face, Jr., the Bureau of Financial Institutions, and the Virginia State Corporation Commission.
