The torrent pace of mortgage refinancing this year has challenged the ability of Fannie Mae and Freddie Mac to meet their affordable housing goals, according to GSE officials. “This has been a very challenging year,” Freddie Mac Chief Operating Officer Paul Peterson told reporters last month. “We were worried about this from the beginning of the year and – as a result of that – we have been proactive.
