State and local governments are putting the cart before the horse when it comes to fighting predatory lending, a new study commissioned by the American Bankers Association suggests. The report, written by Robert Litan, a vice president and director of economic studies at the Brookings Institute, warns that legislative efforts to curb abuse are unwarranted and could be hurting the very consumers they aim to protect.
