An unexpected delay in finalizing new high-cost loan regulations could make it more difficult for the Federal Reserve Board to complete work by year-end on a proposal that could require lenders to divulge more information about their lending practices. The controversial proposal, issued late last year, would alter the federal rule that implements the Home Mortgage Disclosure Act to include information about loan pricing. According to Fed staff, work on a final rule has been
