Officials in Virginia will ask the U.S. Supreme Court to review a court ruling that squashed state efforts to cap prepayment penalties. But some court watchers believe it’s unlikely that the high court will choose to hear the case. At issue is a U.S. appeals court decision in a 1999 lawsuit filed by the National Home Equity Mortgage Association. That lawsuit, NHEMA v. Face, took aim at state efforts to enforce a 2 percent cap
