Federal Housing Administration Tiered Risk-Based Pricing. In its fiscal 2007 budget plan, the Bush administration has proposed a new tiered risk-based pricing scheme to qualify more borrowers for an FHA-insured mortgage. The Department of Housing and Urban Development said it will propose a statutory amendment that would allow FHA to implement risk-based pricing and win back traditional customers from costly and highly risky nontraditional mortgage products.
