The Congressional Research Service has reviewed the House’s version of GSE reform legislation and concluded that language attached to the Affordable Housing section that would limit lobbying, voter registration and get-out-the-vote efforts raises substantial First Amendment concerns. The review, undertaken at the request of Sen. Carl Levin, D-MI, focuses on provisions of H.R. 1461 that would prohibit political speech, advocacy and voter registration activities of certain non-profit private organizations as a condition of participating in
