Fannie Mae said it may fall short on some of its low-income housing goals for 2005 as mandated by the Department of Housing and Urban Development. The deficits occur in two affordable housing subgoals, which were among several subgoals that HUD introduced for the first time in 2004 for both Fannie and Freddie Mac.
