Low- and moderate-income borrowers aren’t benefiting a lot from cash out refinance transactions, even when they use the proceeds to pay off credit card debt, the results of a survey sponsored by the North Carolina-based Center for Responsible Lending reveal. The poll targeted 1,100 randomly-selected individuals earning between 50 percent and 120 percent of the median income for their area who had carried credit card debt for three months or longer.
