A Democratic lawmaker is touting new legislation that he hopes will break the logjam over efforts to create a national standard on predatory lending. Introduced last week by Rep. Lacy Clay, D-MO, the “Fair and Responsible Lending Act,” H.R. 4417, is an effort to close a very significant gap between industry groups, which want a federal law that would preempt state and local anti-abuse laws, and consumer advocates who have called for Congress to
