Federal bank and thrift regulators appear set to establish some new qualifying standards for option ARM borrowers when they issue new guidance on exotic mortgages later this month. That was the message that emerged last week in a speech by Comptroller John Dugan at a conference sponsored by the Consumer Federation of America. The speech is the latest in a series of warnings from regulators about the risks inherent in nontraditional loan products.
