The Office of the Comptroller of the Currency is tightening rulemaking procedures and improving consultations with state regulators in the wake of a General Accountability Office report critical of the way the OCC handled its highly controversial preemption rulemaking. The GAO concluded that the OCC could have done a better job of consulting with state regulators and other stakeholders and documenting its rulemaking process.
