Congress will soon consider a proposal to create a federally funded entity that would assist financial institutions in making home loans to hurricane-stricken Louisiana homeowners, as well as assume the debt obligations for those borrowers. Rep. Richard Baker, R-LA, said his bill, H.R. 4100, would create the Louisiana Recovery Corp. to help families and individuals who lost their jobs and homes as a result of the devastation wreaked by hurricanes Katrina and Rita.
