Efforts to reform Real Estate Settlement Procedures Act regulations are taking a back seat to the federal government’s efforts to bring relief to New Orleans and other Gulf Coast cities that were devastated by Hurricane Katrina last month. Department of Housing and Urban Development officials said the drafting of a proposal streamlining the mortgage settlement process has been delayed indefinitely as the department prioritized its resources and manpower to assist hurricane-stricken homeowners.
