Fannie Mae has announced changes to its uniform residential loan application form in response to a California law that grants non-spouses the right to ownership of community property. The changes to Fannie’s Form 1003 also reflect a Federal Reserve Board rule which requires credit applicants to clearly indicate if they are applying individually or jointly. The rule became effective in April 2004.
