Federal thrift and banking regulators have deferred publication of a proposed regulatory response to an industry petition for preemption parity for state-chartered banks until their rulemaking authority on the issue is well-established. The petition seeks a rule from the Federal Deposit Insurance Corp., the government’s regulator of insured state-chartered depository financial institutions, which would restore business parity between state commercial banks and national banks.
