The Financial Accounting Standards Board this week dropped new accounting guidance for determining whether impairment of a security investment is “other than temporary” in response to banking industry complaints. After seven months of studying its next move on the guidance, FASB this week abruptly and unanimously agreed with a staff recommendation to nullify language in EITF 03-1 that led outside auditors to increase their scrutiny of banks’ sale of underwater securities.
