More than 90 percent of mortgage fraud uncovered by Freddie Mac’s anti-fraud unit involves bogus appraisals in property flipping schemes, according to the government-sponsored enterprise’s top investigator. Mortgage fraud has become so prevalent that Freddie has open cases in 14 states, and many involve sophisticated schemes that use limited liability corporate structures, said Kevin Luddon, chief of Freddie’s Institutional Investigations Unit.
