California insurance regulators scored double points in their effort to protect consumers against illegal kickback arrangements in the title insurance industry. The state Department of Insurance declared its first victory in an agreement with Stewart Title of California to pay a fine of $750,000, plus $160,000 in legal costs for illegally rebating payments to real estate brokers for referring title business.
