It’s not surprising that Congress can’t decide whether to authorize the Federal Home Loan Banks to securitize the mortgages they buy from their members. The banks themselves appear deeply divided on the issue. The inter-bank rift was evident this week at a hearing of the Senate Banking, Housing, and Urban Affairs Committee which focused on possible reforms of the FHLBank System.
