Loans from mortgage brokers that have an exclusive relationship with a federal thrift are immune from predatory lending laws in some states, thanks to a preemption opinion issued recently by the Office of Thrift Supervision. The Oct. 25 opinion, issued in response to a query from a lender whose identity was kept secret, dealt with the questions of whether agents of federally-chartered thrifts have to abide by state and local licensing and registration rules.
