A behind-the-scenes disagreement between the Federal Trade Commission and the Federal Reserve has delayed the proposal of a regulation that will require new notifications to borrowers, according to an official at the Mortgage Bankers Association. The Fair and Accurate Credit Transactions Act, which was enacted in 2003, requires that consumers be notified when they receive a credit offer that contains terms that are “materially less favorable” than those offered to other consumers.
