Fannie Mae and Freddie Mac may have been disappointed with the aggressive new affordable housing goals announced by the Department of Housing and Urban Development, but some observers think the government-sponsored enterprises may yet get one of the key concessions they sought during the rulemaking process. HUD gave little ground in raising the GSE housing goals for the next four years to levels that Fannie, Freddie and their supporters say are unrealistically high. But the
