While regulators long ago established schemes exempting federal banks and thrifts from many state and local predatory lending laws, secondary market players are still grappling with the practical impacts of preemption. That a myriad of questions exist about the nature and scope of preemption orders issued by the Office of Thrift Supervision and the Office of the Comptroller of the Currency was evident by the discussion at last week’s ABS East conference in Boca
