Fed May Rethink Capital Rules for MSR if FASB Switches to Fair Value Approach

Bank regulators are urging the Financial Accounting Standards Board to move cautiously and consider all the ramifications of allowing lenders to switch to fair value accounting for mortgage servicing rights, a top official said. Current accounting rules limit reported MSR values to the lower of cost or market value, and fair value accounting would presumably allow lenders to report gains when these assets appreciate in value above original cost.
