The Department of Housing and Urban Development has run into growing opposition to its ambitious plan to rewrite the rules that govern real estate settlements, including a sweeping change in how money is exchanged among settlement-service providers. HUD Secretary Mel Martinez has reportedly agreed to issue a new proposed rule on the subject, rather than proceed to a final rule as he had planned.
